I am Looking for a software timer to my tellstick, with resolution of a secound.

Google for EventGhost, a free software that has what you are asking for (and much more)
Add the plugins 'Timer' and 'TellStickDuo' or 'TellStick' to its configuration. Check out the forum, a large community is there to help.

Try tasker on android. With this you have way more possibilities to create events. Events based on location, using NFC, create events based on sensor reading etc.
Import your data from Remote stick, to create events in Tasker.
