Why do I have to restart compuetr to start Telldus enter?

Hi

I have a windows surface pro 3 and have installed Telldus Center. I try to start Telldus Center but get the info: "Can't connect to Tellstick" or something like that. I then restart my computer and then everything is fine.
WHY is this happening?
