If a device has no neutral it leaches some current through circuit to power itself. This makes it unsuitable for devices that might be damaged or activated by this current, like LED lights. I think it is only recommended to use these kinds of devices with purely resistive loads. Looking at the HE30...

Oh, i have forgot to mention that this Ebay switch have its downside: This magnetic switch only send signal when magnet is moved away from main part. You will not get "on"+"off" as this item acts as a "Bell". The "turnon"/"turnoff" in example signal...

Buy a relay board, open your remote for your pump and connect the two pads to each side of the relay. Then you are able to send a on command from your tellstick (and depends on the remote, a off command by pressing again, or if you have a dedicated off button, then connect another relay to the remot...

Im not a developer, but they have released the firmware, so you can build your own custom firmware.

if yoi need to implement the tellstick right now in your web gui, then i would use the api from telldus live. yes it will use the internet, but i think its the easiest way right now..

Iyts not as easy as that, because then everyone could control your items...But again im not a developer, so i dont know the details.. you have to read about the api..
